name 'filter_storage' is not defined

* Operating system: Raspbian

### Step 2: Describe the problem:

Already 20 minutes avery second or every a few seconds i see errors for site 1ADQAH*:

> ERROR Site:1ADQAH..g6aA Error deleting data/users/usernamehere/src/filenamehere.jpg: name 'filter_storage' is not defined

interesting is to me that this is on a SSD drive (so i would expect faster progress). But "htop" linux command shows single CPU thread out of 4 is overutilized by the zeronet.py

i think that these errors appears after starting zeronet with content.db and chart.db removed. And also when shm and wal db files are not present. I do not know how to properly start ZN so it rebuild databases from files (there are .db .db-wal .db-shm files) #2551
