Tracker points/benchmark

Every register, record the log of the success rate and announce seconds of every tracker, and give points based on this.
When detected a tracker on last place (and it is using http/udp instead of zero), show it for user.

The issue names no files, tests, or entry points. Start by locating the tracker registration and ranking code, then clarify how success rate, response time, and points should be calculated. Done would mean recording these metrics for every tracker and showing a last-place HTTP or UDP tracker when it is not a Zero tracker.
