"help distribute all files" option does not help to auto-download BigFiles?

enabling "help distribute all files" options in sidebar for merger + merged sites plus raising "auto download big file size limit" to 5000MB does still not seem to trigger downloading all available piecemaps and big files.

Is this a known limitation or should it actually work?

Start by reproducing the behavior with the sidebar's “help distribute all files” options enabled for merger and merged sites, and the auto-download big file size limit set to 5000MB. Trace whether piecemaps and BigFiles are selected for download, then document whether the behavior is a limitation or a defect.
