No indication that Tor isn't running when tor=always but Tor has stopped

How to repeat:
* start tor
* start zeronet with tor=always
* stop tor
* Observe that ZeroNet still says: TOR: ALWAYS in green, Status: OK (10 onions running)

Once Tor isn't running, it should:
* Make an indicator yellow or red: TOR: ALWAYS (not running)
* Onions should be invalidated, unless you intend to keep their private keys (not sure if this is possible with control port)

ZeroNet must have failed to connect to Tor proxy, so it should know that Tor fails.

I doubt ZeroNet actually continues fine after Tor is restarted, because onions need to be regenerated, and ZeroNet always says they are okay.

No files, tests, or entry points are named. Reproduce the listed Tor stop scenario with tor=always, then trace the status and onion validation behavior; done means the UI reports Tor as not running and onion state is handled consistently after Tor stops.
