Need an easier method of fighting "spam"

There needs to be an easier way to combat spam from the perspective of the site owner. The possibility of a site owner being able to hover over a link (next to the "reply" link) that only shows up to the site owner that says "Moderate" that either deletes the comment or hides the comment from displaying.

Start by inspecting the project entry points for comment rendering, reply links, and owner-only controls; the issue names no files or tests. Done means a site owner can access a moderation control beside a comment's reply link and delete or hide that comment, while other visitors cannot see the control.
