There is error in custard-run-dev.yaml file. In my opinion it is formatting issue.

Start with .github/workflows/custard-run-dev.yaml at line 69 and inspect the strategy value reported by the Custard run. Compare the workflow configuration with the failed run linked in the issue. Done means the workflow parses successfully and the Custard run no longer reports the unexpected value error.
