inconsistent menu behavior

[iPhone 5, iOS 7.1.1, Safari]

When selecting About DFAS, the menu bars load different content below, but it's below the bottom of my screen. When I click on a menu item all I see is the page load and it looks like nothing has changed. It's only when I scroll down that I see something different.

Debts & Claims, Garnish display the DFAS contact number, then content.

Careers, myPAY, Pressroom pages displays another menu first. Content is hidden below the viewable area.

Debts - Travel or Transportation Debt and Bankruptcy pages reload the page with new content below, that you can't see, as in the previous comment. The other menu bars open and close to dispay content.

Miitary members
These menu items open and collapse. This is different from the behavior on the main screen but the menus bars look the same.
The page doens't have a title, so I don't know if I'm on the correct page. On iPhone the address is hidden. only dfas.mil is displayed unless you clink on it.
The content sections on the bottom don't match the menu bars on top. This is different from the main page.
