MERRA2 Restarts no longer accessible on /archive

Description
remap_restarts.py (and I guess regrid.pl) can no longer remap from MERRA2 because of the end of the /archive read permission at NCCS.
I know @ashiklom and @rlucches et al were looking at somehow preserving some of the restarts somehow someway (like perhaps one or two a month), but for now we might need to just "turn off" the ability to remap from MERRA2 in remap_restarts.py.
Maybe don't delete the code needed for MERRA2 but rather don't allow it as an option at the present time.
