Create a action to publish on the project channel cross repo when a project is tagged

Today, when an issue is created in one of the project repositories on the Fuel Ecosystem. It's hard to keep track and ask individually for more infos or keep track for dependencies of other projects.

The idea here is to create action that;
- When a tag with the name of the project is assigned
- Triggers a post on the respective slack channel of this project

For this action to work smoothly we should also make a standard of tags for each repository the first proposal is;
