[Bug][Urgent!]: Nomads Nuke disable mex rebuild

描述

### What happened?

Any mex destroyed by Nomad Nuke cannot be rebuilt no matter what. Mass Storage has the same issue as well.

### Steps to reproduce

1.Build a mex
2.Destroy the mex with Nomads' stationary nuke launcher
3.Rebuild the mex
4.The command does not work.

### Expected behavior

Nuke should not affect rebuild no matter what.
