Reduce Size of T3 static artillery explosion

Just slightly. This should be possible by changing a number in the projectile script. This is so that it can be a bit more inkeeping and not too in your face

This should be shared between the orbital bombardment missiles as well, so making sure that the explosion code is shared would be good too. And then reducing the scale on the emitters.
