Missing feature names in Wisconsin dataset

Currently, the features in the Wisconsin Prognostic Breast Cancer dataset [do not have names](https://github.com/EpistasisLab/penn-ml-benchmarks/tree/ec90219de01b1380dfecc1c735d8216923e43ca0/datasets/classification/breast-cancer-wisconsin).

The (I think) corresponding dataset on [OpenML](https://www.openml.org/d/191) or even [Kaggle](https://www.kaggle.com/uciml/breast-cancer-wisconsin-data) seem to have this information. It would be helpful for these feature names to be added.
