Offline unmuting

I run into this issue a lot. I mute a player and he logs off and I am not able to unmute this player.

Start by reproducing the mute, player logout, and unmute sequence described in the issue, then trace the relevant CommandBook command handling. Identify where muted-player state is checked when the player is offline. Done means a muted player can be unmuted after logging off, with the existing behavior preserved for online players.
