Make precommit tests runnable (linting)

I’ve commented out the pre-commit hook for now because it was throwing linting errors during commits. The task is to format the `.jsx`, `.js`, and other applicable files (including rust) according to the ESLint and Prettier configurations, so that no errors occur while committing to GitHub.
