Remove old strategy code from repository

The mosflm and edna strategy pipelines both rely on python 2 dependencies and are not being maintained. The edna pipeline no longer works. The mosflm pipeline does still run but relies on dials/2.1 so would not be affected if the code for it was removed from the repository.
