Add lockfile support

We should add support for a lockfile generated by `pip-compile` as per:
https://github.com/coretl/copier-example/blob/e0522edda32d861885e5ea9211e263464b4d6461/pyproject.toml#L111-L119

Unfortunately this will not work with dependabot because of:
https://github.com/dependabot/dependabot-core/issues/8381
https://github.com/dependabot/dependabot-core/issues/5140

When these are fixed we can add lockfile support back in

Start by reading the referenced pyproject.toml lines 111-119 and the linked copier example to understand the proposed pip-compile lockfile support. Check Dependabot issues 8381 and 5140 before proceeding; done means the template supports the lockfile without the documented Dependabot incompatibility.
