Why is graphviz defined in the template? Seems like this will be unnecessary in most pips.

It's probably being installed by many projects for no reason.

Check the template's current usage or references, then confirm that removing the installation is safe. Done means unnecessary Graphviz installation is no longer included in generated Dockerfiles.
