Include Github CLI in devcontainer

The [Github CLI](https://cli.github.com/) is a useful tool for quickly syncing forks, checking out PRs by number, export gists etc.

Given that we already have opinionated Github support in our copier template, it may make sense to include the CLI, thoughts welcome.

首先定位 repository 的 devcontainer 設定，以及 Copier template 中現有的、具有明確立場的 GitHub 支援。檢查其他開發工具是如何安裝的，並驗證重建後的 devcontainer 是否提供用於同步 forks、檢出 PRs 和匯出 gists 的 GitHub CLI 指令。該討論已經很久以前了，而且是在徵求回饋，因此先確認目前維護者的方向。
