[IMPROVEMENT] Move refresh/order by to "main" menu bar

### Describe the improvement

The "order by" and "refresh/check for updates" icons should be moved to the main menu bar above the packages. These two actions seem to be floating in the top right, and it makes the GUI feel odd. To me, these should be moved down to the "main" menu bar, especially the "refresh/check for updates" button.

### Describe how this improvement could help users

Moving these actions to the main menu area would make it easier for new users to find these tools.
