Create Sessions Events in Some Regular Interval

We need some kind of interval at which we Create, Update, and Delete session events for scheduled streams, since that table is really just an implementation detail.

No files, tests, or entry points are named. Start by locating how scheduled streams and session events are handled, then clarify the interval and the rules for creating, updating, and deleting events. Done means those operations run at a defined regular interval without exposing the session-events table as a public concern.
