Instructions Not Clear in Layman's Terms

Please make [the setup instructions](https://github.com/DevChatter/DevChatterBot/blob/master/docs/Setting-Up.md) more clear for someone who has never worked with NuGet or with C# solutions. If you're targeting this to the average Twitch streamer, I'd recommend you create an installer wizard.

Start with docs/Setting-Up.md and read the setup process as someone unfamiliar with C# solutions and NuGet. Rewrite the instructions in plain language and make the expected successful setup clear; confirm the documented steps against the repository. The installer-wizard suggestion is broader than the named documentation change and would need separate scope.
