Build and push image to docker hub

I want to be able to provide a pre-built docker image on docker hub for users to run.

**Describe the solution you'd like**
We should set up a docker hub for the project, and connect it to build api and web (as separate images) and push to docker hub. This should be done automatically when we create a release

**Describe alternatives you've considered**
We may want to additionally combine web and api into a single container offering for individuals who don't care about separating the ui and api. This would also be easier for users who want to "kick the tires" by only having to docker run 1 container.

**Additional context**
Users can still choose to build from source if they want, but I think most users will just use the docker hub image provided.
