Support Artifacts

With artifact promotion, we probably want to be able to link an artifact to an application. Currently it's just a version, but we should be able to link that version back to a specific artifact in an artifact repository, and maybe some other meta information about that artifact, such as the state of security scans, or unit/integration test results.

No files, tests, or entry points are identified. First clarify how applications, versions, artifact repositories, security-scan state, and unit/integration-test results should be linked, then define the required metadata and acceptance criteria before locating the implementation.
