We need to switch over the water data functions to use the [v1 ](https://github.com/DOI-USGS/dataretrieval-python/blob/main/dataretrieval/waterdata/endpoints.py#L17) API. See dataRetrieval [pull request](https://github.com/DOI-USGS/dataRetrieval/pull/926 ) for reference and [blog](https://waterdata.usgs.gov/blog/api-v1-release/) for details
