DNSCrypt client proxy service terminated unexpectedly (on close)

Hi,
I'm encountering a (non)issue with DNSCrypt client proxy service on every shutdown (or restart\wake up).

It's similar but different from #505 issue: everything works fine and the service start normally, simply it closes unexpectedly when it needs to close. It's probably some setting on my PC, however I tried:
- disable\enable hybernation or fast start up
- reboot without my Antivirus or add the program to exclusions
- delay the time of all services to close (WaitToKillServiceTimeout)
- reinstall SimpleDNSCrypt (0.71 with DNSCrypt-Proxy 2.0.42)

Start by reproducing the shutdown, restart, and wake-up behavior of the DNSCrypt client proxy service on Windows 10, using the reported SimpleDNSCrypt 0.71 and DNSCrypt-Proxy 2.0.42 versions. Compare the behavior with the service and startup settings listed in the report; done means the service closes cleanly without an unexpected-termination report while continuing to start normally.
