Simple DNScrypt refused to start

I just clicked the program, and it won't start. No green UI, just nothing.
It stayed at the memory but that's all. No icon at the hidden tab.
It is strange because it was working fine.
Then, i tried to reinstall the program, and it still won't run.
I always used the x64 version.
Using Win10 ver 1909.

Start by reproducing the failure on Windows 10 version 1909 with the x64 build, checking whether the program remains in memory without showing its UI or tray icon. Done means the application starts normally and its green UI or hidden-tab icon appears; the issue does not mention files or tests to inspect.
