Dynamic group overrides on vote-dev

It'd be real useful for testing all sorts of things if one could override their group memberships on vote-dev. Obviously this would be bad in prod (maybe we can prevent such a feature from even being built into the prod build?), but would allow an alumni to test vote-dev, or for a user to experiment with group limited polls.
