Elligible Votes is listed as 0

Cooper ran a recent informal poll, and somehow whatever she set made the number of eligible votes 0. People can still vote. I'm not sure how votes are or aren't restricted (eg: if an alumni could vote on this), but either there should be no mention of the number of eligible votes on a poll with no quorum, or the total number of active members should be listed instead.

Start by reproducing the informal poll described in issue #116 and trace how eligible votes and quorum status are determined and displayed. Clarify whether polls without a quorum should omit the eligible-vote count or show active members, then add coverage for the agreed behavior and verify that voting still works.
