React Frontend?

While the current frontend works fine, it would be really nice to have the frontend in react, as that would provide a number of useful benefits. This also potentially ties into #403 , as implementing those changes will likely be much easier in React than with templating.

Review the current frontend and issue #403 first. The issue names no files, tests, or entry point and does not define the React migration scope or what done looks like.
