Add a move to dev/move to main button

I put zero thought into how easy or possible this would be with the current setup but it would be kinda cool if you could move games from main to dev when you realize you fucked up or move from dev to main when you are ready.

No files, tests, or entry points are named. Start by tracing the website's game upload and catalog flows, then determine how the existing setup represents dev and main games; done means users can move a game in either direction and the resulting catalog state is correct.
