Allow editing of major projects before they are reviewed by eboard

You could edit things you messed up submitting, or eboard could ask you to add more detail and you wouldn't have to resubmit it

this would follow #583 nicely imo

Start by tracing the major-project submission and eboard review flow in the repository to find where submissions become locked. The change is done when a project can be edited before review and when eboard requests for more detail can be handled without requiring a new submission.
