Edit Conditional

The evals director currently has no way to edit existing conditionals.

The issue names no file, test, or entry point. Start by tracing how existing conditionals are displayed or created in the Python/Flask application; completion should give the evals director a way to edit an existing conditional and verify that the edit flow works.
