Member management page

Page only visible to evals that allows for managing user accounts

- Ability to create freshman accounts
- Ability to edit freshman accounts (update on floor status, packet score, room #, eval date, etc)
- Ability to upgrade freshman accounts to csh accounts
- Ability to update house meeting attendance (mark present/absent/excused, update absence reason)
- Ability to change # of housing points
- Ability to mark whether member has paid dues
- Ability to delete freshman accounts
- Ability to export list of active members
- Show number of:
- Current students
- Active members
- On floor members
- Intro accounts
- New year button (need to figure out what this does)
- Ability to toggle site lockdown
