Add ux help text

If you know nothing about Bucket or this web UI, following the link on `members.csh.rit.edu` you end up at a form that isn't very self explanatory. It would be helpful to add some text maybe at the top of the form to explain what the form is an ACL modifier for CSH hosted buckets.

Start from the link on members.csh.rit.edu and locate the form in the web frontend. Add explanatory text at the top stating that the form modifies ACLs for CSH-hosted buckets, then verify that the rendered form is self-explanatory to someone unfamiliar with Bucket.
