RadialGauge Stuck When Changing System Theme and Following Theme

### Describe the bug

If you use the user control based on the RadialGauge component, the window will be stuck when you change the system theme and let the window follow the theme.

2. Open WinUIDemo\View\MainPage.xaml.
3. Use clock:AnalogClock.
4. Change system theme and the window will stuck.
5. Use control:RadialGauge.
6. Change system theme and the window will work well.

Start with the reproduction repository and WinUIDemo\View\MainPage.xaml, comparing the AnalogClock user control with the RadialGauge control. Reproduce the issue by changing the system theme while the window follows the theme. Done means the AnalogClock scenario no longer causes the window to become stuck under the reported WinAppSDK and Windows versions.
