[draft proposal]: petition to replace `eslint` and `prettier` with `biome`

we could replace `eslint` and `prettier` with `biome` for both linting and formatting.

Als abgeschlossen gilt die Aufgabe, wenn eine Entscheidung eines Maintainers und ein abgestimmter Migrationsplan vorliegen; im Issue werden keine Dateien, Tests oder konkreten Implementierungsumfang genannt.
