[Bug]: "background" tasks are in the forground/visible

Reproduction steps

I an facing this issue on windows, also see https://github.com/CommandCodeAI/desktop/issues/19

I have gaven command-code a "long running" task, i said that it will lauch it in the background and monitor the resuls

Expected behavior

If stated "background" I would assume I don't see it as a user

Actual behavior

It started it visibly in the forground:

Screenshots, recordings, or sanitized logs
