seeOptionIsSelected should also accept value not only text

At present this will work for PHP Browser module:

$I->seeOptionIsSelected('#select', 'My Option Text');

but this will not:

$I->seeOptionIsSelected('#select', 'my-option-value');

It would AMAZING if the second worked.
