Idea: integrate with brigade GitHub org to automate setting up repositories for projects

Such a feature would be in position to help propagate best practices:

- initialize readme, license, community health files
- set up a basic master/develop branching scheme with branch protecting/review configured
- initialize code-for-america and code-for-philly GitHub tags
- set up issue templates and labels
- optionally, initialize an application template for a selected tech stack that's ready to dev locally and deploy to civic cloud

The issue does not name files, tests, or an entry point. Clarify the intended GitHub integration scope and define which repository setup steps are required, optional, and considered complete.
