- [ ] what related efforts might it make sense to open dialog with

Start with the checklist in this issue and document the organizations, comparable projects, reusable templates or models, available components, and related efforts it identifies. The issue does not name files, tests, or an output location; completion would require resolving those scope details and recording the survey results.
