[BUG] Map view zooms as if the center is above the page

**Describe the bug**
When zooming in and out of the map, it zooms about a point on the map which is out of view. For example, if you zoom in from the default map position, you will not end up zooming in on Philadelphia (the center of the map); instead, you will end up north of the city.

**To Reproduce**
Zoom in/out on any map view

**Environment**
Operating System (e.g. Windows/iOS/MacOS): Ubuntu
Browser (e.g. Chrome, Safari): Firefox
