If two workspaces are open adding a new terminal tab opens to the wrong directory

### To Reproduce

1. Open two projects
2. Open terminal utility on one window
3. Click add terminal tab
4. Notice it opens to other projects directory

### Expected Behavior

Each window should open terminal tabs to their own directory

Start at the terminal utility's add-terminal-tab action and trace how each workspace window supplies its working directory. Reproduce the issue with two open projects, then verify that new tabs use the directory of the window where they were created.
