there should be a preference in `Text Editing` for the way that text is decoded, the formats should be:
- `ascii`
- `iso2022JP`
- `isoLatin1`
- `isoLatin2`
- `japaneseEUC`
- `macOSRoman`
- `nextstep`
- `nonLossyASCII`
- `shiftJIS`
- `symbol`
- `unicode`
- `utf16`
- `utf16BigEndian`
- `utf16LittleEndian`
- `utf32`
- `utf32BigEndian`
- `utf32LittleEndian`
- `utf8`
### Additional Context
we should try to emulate xcode's `Default Text Encoding` preference as much as possible.
