Add input validation

Validate `publicKey` and `privateKey` arguments.

Locate the entry points that accept the publicKey and privateKey arguments. Read how those arguments are currently handled and identify the validation requirements before changing behavior. Done means invalid key arguments are rejected consistently and valid keys continue to work, with tests covering both cases.
