We'd like to add a greeting bot that provides a comment when a new pull request or issue is made

Read the linked GitHub Actions documentation and the example .github/workflows/greetings.yml first. Create .github/workflows/greetings.yml for new issues and pull requests, then test the workflow. Done means the file exists in the repository and produces the greetings listed in the example.
