Implement automatic slow-mode handling

Feature should be able to be toggled on or off via a slash command

1 - when enabled, monitor for avg x messages per time period, above threshold enable slow mode and monitor

2 - when avg drops back below threshold, disable slow mode

loop 1 and 2 until toggled off manually
