Description

As a user of Difference in Docs, I want to be able to set a condition-based rule so that I can assess one kind of change as actionable in one scenario and not-actionable in another scenario.

NOTE: This will be very helpful for the future state when PHAs can configure their own DiD functionality, but may need to be addressed sooner. For example, if we discover that there is a scenario that is common to pilot partners that would benefit from a conditional rule.
