[BUG] No scroll bar

In Windows GUI, in "Basic Settings" and all other settings tabs, no scroll bar appears, but the mouse wheel will scroll it.

The Dashboard does have a scroll bar, but the scroll bar doesn't respond to click-dragging.

Beginne damit, das Problem in der Windows-GUI zu reproduzieren, überprüfe die Registerkarte Basic Settings und die anderen Einstellungsregisterkarten und vergleiche anschließend deren Scrollverhalten mit dem des Dashboard. Verfolge die relevanten scrollbaren Ansichten und überprüfe sowohl, ob dort, wo erwartet, eine Scrollleiste erscheint, als auch, ob die Scrollleiste des Dashboard auf Klicken und Ziehen reagiert.
