Description

**Describe your issue**:

Using Windows 11 Pro Powershell / winget to download the latest version of NETworkManager. After that update the "IP Scanner" hangs searching the network. This has been a problem for years.

**Steps to reproduce the issue**:

1. Start Powershell on Windows 11 Pro as Admin
2. enter "winget upgrade --all"
3. NETworkManager upgraded
4. Click desktop shortcut for NETworkManager
5. Click thru initial start screen
6. Click IP Scanner
7. IP scan starts and spinner appears forever

**NETworkManager version**: 2026.7.7.0
