Add filter to provide a distribution statement to the written dream3d file

When working with data sets from vendors or national labs there should be a way to annotate the file with the proper data distribution statement. A filter could be created or an option added to the "Write DREAM3D File" filter to add a user provided distribution statement.

The filter or option could allow the user to select from standard templates for DoD or National Labs or provide their own statement from a text file.

Start by locating the "Write DREAM3D File" filter and its existing output options. Define the chosen interface for adding a user-provided distribution statement, including standard DoD or National Lab templates and loading a custom statement from a text file; the work is done when the statement is included in the written DREAM3D file.
